There's nothing in the Fells except angry abutters, Dog owners who think it's ok to have their dogs off leash but not ok for bikes to even be there, and that naked runner guy. Stay away. You'll hate it.

Wait... I meant to say:

Go check out the NEMBA group ride that meets there at 6:00. You might run into some hikers along the way but everybody is usually pretty friendly and the riding is pretty good. The loop is a challenge. It's not all fire roads. Some of the non-loop roads are pretty overgrown and are singletracky now. Bikes are allowed on all roads and the loop.

EDIT: the roads closest to the reservoirs are closed to all - not just bikers. Winchester drinking water, you see.
