looking into getting a beefed up trailbike/fr bike this year. i can get a great deal on a specialized bighit, but it has a 24in r whl. would a 24in wheel be noticably harder to pedal through rocky trails? any opinions or experince with them?

If you are suggesting a 24 inch wheel will be tougher in the rocks, I think that may be so - and I have NO experience riding a 24" wheel in the rocks - just riding one on BMX cruizer years ago...
BUT, Since you also mentioned it would be part of a Specialized BigHit - now I can give you a definitive YES - since that bike is a big, heavy, hucking machine...
...which looks to be overkill when compared to the "typical" trailbike/FR setup your after - no?
i plan on using the bike for occasional trail riding like at lynn or nam and some fr and dh races this year
