A NORBA racing license is 45/year I think (they are always uping the price, greedy bastards). Entry fees for the races in the series are generally 25-35 (depending on the race and if you pre-register or not).

You can also check out the EFTA series (which isn't a part of the team series being mentioned here). The races are much cheaper, longer, and the licenses are cheaper as well.

There is a great organization in NH, the NH Jr. Cycling Academy, this org has provided excellent training and focus to help juniors improve. May be worth looking into for juniors in NH, or for others looking to start a group in their state.

We have open our Jay 55 miler to JR team this coming July 26 2003. You have to race in teams of 2. The cost is 50 dollars for the teams of 2, you both get a t-shirt, we also pay your licence and your dinner after the race.

This is to encourage the youth in New England to start training for endurance event.
