I have a couple of used 24" wheeled bikes up for sale. Prices are set low to get kids up and running. I'd even be willing to trade them for parts if you'd rather go that route.
First up is a green Specialized Hotrock with rigid fork, some of you may remember this bike as splat's son's bike back in the day. It is a nice fairly light rigid bike for a kid and is fully functional with grip shifters, and a slightly upgraded crankset courtesy of splat froma few years ago.

$50.00 or best offer for this beauty! I paid 65 bucks to splat a couple of years ago for it and my son rode it maybe 10 times tops as I only have him every other weekend and he wasn't really big into bikes when he was riding it.
Second up is a Raleigh Mountain Scout 24. This bike features an AL frame with a nice sloping top tube, grip shifters (the rear is missing the cover but it functions fine), and an RST fork that gives maybe 2" of travel up front. This is slightly heavier than the Specialized but it is a little cooler for the little guy or gals eyes. Saddle is a little ripped, but I could provide a second saddle free of charge if you so desire
Again - just seeking $50.00 for this one.
