I saw this in the news this morning that he's angry about the doping allegations so he might make a return to "piss the French off". Doesn't this seem sort of insane to anyone else here?

Insane? Why would it be insane? The only insane thing about it is the amount of revenue that would be created for France if he did decide to race again, why would he want to make the Frenchies $?

Yep, seems like a dumbass reason to race again. V for Vendetta, not Victory could be his slogan. Racing again still wouldn't resolve anything with regard to the recent EPO allegations. (I'm not saying he's guilty or innocent - how the heck would I know anyway ? I'm not a doctor or antidoping lab worker). If he's bored and wants to race, wouldn't that be reason enough?
