ok so im looking for some tools to work on my bike and i need some tools that work with both 1 1/8 headsets and 1.5 headsets. im mainly looking for a crown race setter and a headset cup remover. the headset cup remover has to be modified to work with 1.5 headtubes and id rather not have to do that.

I used to perform those removal & installations quite effectively with normal household tools & a couple blocks of wood a vise & some leather chamois to keep things from getting scratched.
Unless you are doing this on a regular basis the cost of thos tools far outweighs their usefulness IMO.

If cost is not an issue go with Park. They make everything you need. That or go to Home Depot and find a pipe that will work as a race setter with some various washers to accomodate different race styles so you can hit the lip or shoulder of the race and not the bearing surface. As far as the cup remover goes it might be worth it to spring for a Park tool, unless you are comfortable with a long chisel or a blunted screwdriver and rubber mallet. I only have the tools for 1" and 1 1/8" but I don't plan on going 1.5 anytime soon. The next HS tool purchase will be a shop quality press, I just need to find one cheap. I know I could make one for a fraction of the cost but I can justify the expense for a tool I'll never break or worry about.

Have you checked out Harbor Freight (http://www.harborfreight.com/)? They've got a couple 6-ton models for $60-$70.

well i can order the tools through my shop so cost isnt an issue. i think ill just ghetto rig a crown race setter out of pvc pipe and ill probably just get a regular headset cup remover and just flare it out.

Just be sure the PVC pipe fits right, I imagine it could deform when you're pounding it over the steel race and leave some nasty marks on it. The Park site stated the cup remover fits standard and oversize cups, so hopefully you shouldn't need to flare it out. The CRS1 is listed as universal, not sure if the universal setting ring would work on 1.5 races, if not you could locate a washer to substitute I'm sure.
On a side note I didn't know they made this:

Overkill? I know some races can be a pain to remove, but jeez talk about building a better mousetrap.
