Recently, I found the trail behind our apartment complex got
purposely destroyed/blocked by somebody.
First, there was a big stone pile, 2 feet high, right in the middle of the trail near
the bottom of a downhill run.
Once was a hole dig in ground, about 1 foot deep, also in a downhill run
position, and this morning, I found a good collection of tree trunks, 3 in
in diameter, blocking the trail.

I were if this state (NH) has trail protection law, or and to whom I
should report this.

You'll need to find out who owns the land. Is it public, private or what. If it's private property, it is most likely within the property owners rights to block it off, unless there is a legal easement for a right of passage. If it's public land, then you'll need to speak with the person/agency managing the land.
